The cut a scalpel gives on a stem compared to scissors is one that is cleaner, sharper and actually does less damage to the cell structure.
If you were to take cuttings using scissors, this will result in the stem edges becoming blunted, rough and even pinched which will have the same effect as air blocking or stifling the stem cell structure.
It is always good practice to take cuttings from your best stock plants, or your best mothers.
